What is an offshore development center, and is it right for you?
An offshore development center is your own dedicated team in another country. How the model works, what it costs to run, and when it beats freelancers.
An offshore development center, often shortened to ODC, is a dedicated team working for one company from an office in another country. The people are full-time staff who work only on that company’s work, in a managed office, with local HR and infrastructure behind them.
The name comes from software, where the model started, but the structure is now used for finance teams, customer support, recruitment and back-office operations just as often as for developers.
How an offshore development center differs from outsourcing
Traditional outsourcing hands over a task. You agree an outcome, the vendor decides who does the work, and you see the result. An offshore development center hands over nothing except the location. The team is yours in every practical sense: you choose the people, set their priorities, run the standups and decide what they work on this week.
What you do not take on is the employment. The provider is the legal employer, handles payroll, benefits and compliance in the local country, and supplies the office, equipment and supervision.
The 3 ways companies set one up
Build your own. You register a company in the target country, lease an office, hire staff and run local payroll. Full control, and several months of setup before the first person starts.
Partner-operated. A provider employs the team, hosts them in its office and handles everything administrative. You direct the work. This is the common route for teams under about 25 people.
Build-operate-transfer. The provider sets the team up and runs it, with an agreement to transfer the entity and the staff to you later. Useful when you know you will scale, and you want someone else to absorb the first year.
Bumsa runs the second model from its own office in Chennai, with the option to move to your own entity later if the team grows. Our EOR service is how the employment side works.
Who it suits
An offshore development center earns its keep when the work is continuous. If you need 3 people doing the same kind of work every week for the next 2 years, a dedicated team is cheaper and far more reliable than repeatedly briefing new contractors.
It suits you if most of these are true:
- the work is ongoing, not a one-off project
- it can be done on a computer, from anywhere
- you can describe the process, or you are willing to write it down
- you want the same people to get better at your business over time
- you need 1 or more full-time equivalents, not a few hours a week
It suits you less if the work is sporadic, highly physical, or so undefined that nobody internally could explain it either.
Dedicated team or freelancers?
Freelancers are the right tool for short, bounded jobs: a logo, a 2-week integration, overflow at quarter end. They stop being the right tool the moment the work becomes permanent.
| Freelancers | Offshore development center | |
|---|---|---|
| Availability | Shared with other clients | Full-time on your work only |
| Continuity | Ends when they take a bigger job | Employment contract, notice period |
| Knowledge | Rebuilt with each new person | Compounds in the same team |
| Equipment and workspace | Theirs, unmanaged | Company devices in a managed office |
| Replacement | You start the search again | The provider recruits a replacement |
| Cost shape | Hourly, unpredictable | Fixed monthly cost per seat |
| Best for | Short, bounded projects | Continuous work and long-term roles |
What it actually costs to run
The monthly cost of a seat covers the salary, statutory employer contributions, insurance and leave, the desk and connectivity, a managed device, local HR and payroll, supervision, and recruitment when somebody leaves.
At Bumsa you set the salary with our benchmarking advice and pay that salary plus a stated markup, so you can always see what your team member earns and can raise it. Our cost saving calculator compares a specific role against your fully loaded local cost.
Getting the first 90 days right
Write the process down before they start. A screen recording and a one-page checklist save weeks of correction later.
Start narrow. One clearly defined responsibility, expanded once it runs cleanly, beats handing over 5 things at once.
Meet daily at first. 15 minutes each morning for the first 2 weeks catches misunderstandings while they are cheap.
Treat them as staff, not a service. Include them in team meetings and tell them what changed this quarter. The teams that stay are the teams that feel part of something.
Offshore development center or BPO?
These 2 models get confused constantly, and the difference decides who you call when something is late.
With BPO, you hand over a process and buy an outcome. The provider decides how many people run it and how. You review the output, not the team.
With an offshore development center, you hand over nothing but the location. You decide what the team works on, you see their calendar, and you are the one prioritising. The provider keeps them employed, equipped and supervised.
As a rough rule: if you can write the outcome in a service level, BPO is simpler. If the work changes week to week and needs judgement about your business, a dedicated team is the better structure.
What to measure in the first 6 months
Teams drift when nobody is measuring, and offshore teams drift silently because you do not walk past their desks. Pick 3 or 4 numbers and review them monthly:
- throughput: units of work completed per week, whatever the unit is for you
- rework: how often output comes back for correction
- turnaround: how long a task waits before someone starts it
- escalations: how many items needed your intervention
A team that improves on those 4 is compounding, which is the entire argument for a dedicated team over rotating contractors.
Where Bumsa fits
We are a Canadian-owned company headquartered in Toronto, delivering from our own office in Chennai. Depending on the work, that is BPO for ongoing processes, RPO for recruitment, or EOR when you want the person to be your own employee in India.

FAQ’s
01.What is a dedicated offshore team?
A dedicated offshore team is a group of full-time employees who work only for one client and are not shared across other accounts. Bumsa recruits and employs your team and houses it in our Chennai office. You manage their day-to-day work as you would your own staff.
02.How long does it take to build a team in India?
Timing depends on the role, and larger teams are hired in phases. Bumsa's Chennai recruiters source locally, so you skip the delays of hiring across borders yourself.
03.Do we get to interview and choose our staff?
Yes. Bumsa shortlists and screens candidates against your brief, then you interview them and make the final decision. Nobody is placed on your account without your approval.
04.What happens when our offshore staff member is sick or takes leave?
We tell you in advance about planned leave, and the same day about sickness. Indian public holidays differ from Canadian and US ones, so we share the calendar at the start.
05.How do you make sure the offshore team performs?
Staff work from a supervised office rather than from home by default, so attendance and focus are visible. You set targets, and Bumsa tracks attendance, supports performance reviews and steps in early if there is an issue.
06.What happens if a staff member leaves or is not the right fit?
Bumsa recruits a replacement and helps with the handover. Because we pay fair wages that you control, turnover stays low.
07.How do you onboard and train new team members?
You provide your processes, tools and training material, and Bumsa sets up equipment, system access and a structured first week in Chennai. Many clients also run a short video-call induction with their own team so the new hire feels part of the company.
